Overview
Updates docs/sandbox/rate-limits.mdx to include a new egress connections per sandbox limit.

Adds an Egress connections item to the table of contents, a new row in the plan limits table (2,500 for Hobby/Pro; Custom for Enterprise), and a short section describing the 2,500 outbound connection cap per sandbox.
